The Globe and Mail reports in its Friday edition that the methods the National Energy Board employs for reaching decisions are coming increasingly under fire. The Globe's Jeffrey Jones writes that Thomas Mulcair and Justin Trudeau say the NEB needs to be greener. The Tory's Bill C-38 helped grease the wheels for the oil industry's benefit, but still, that did not stop their griping of lost opportunities owing to incessant regulatory delays. Meantime, the NEB continues to go about mulling the social, economic and environmental impact of various pipeline proposals like Enbridge's Gateway. Of late, however, the NEB's duties have entered the political stage, says Mr. Jones. Mr. Mulcair wants the NEB to take into account carbon emissions when making a decision. He has said an NDP government would make sure projects are assessed to ensure they are consistent with Canada's climate-change goals. Mr. Jones notes the NDP offers scant details on how the NEB fits into its plans. Mr. Trudeau wants to "rebuild" and "modernize" the NEB, and has pledged to replace Mr. Harper's streamlined project approval process with another that allows the public to "meaningfully participate" at hearings and bolsters oversight.
