The Financial Post reports in its Thursday, April 23, edition that Kinder Morgan head Richard Kinder is "astounded" by the local opposition to the $5.4-billion TransMountain Pipeline project. The Post's Claudia Cattaneo writes that Mr. Kinder says the company will forge ahead with construction next summer if the project gets Ottawa's nod. He aims to be in service in the third quarter of 2018. Mr. Kinder says: "I believe that Canada, like the U.S., has the rule of law, and I think if you have a valid federal decision to go forward, the project will go forward. ... I think we will get this permitted. We intend to get it built." Mr. Kinder says the increasingly vocal opposition is part of an organized movement to use pipeline permits across North America as a "choke point." Kinder Morgan's approach is in contrast to that of Enbridge, which has been treading carefully despite receiving a federal permit to build its Northern Gateway pipeline last year. Enbridge has yet to announce a start date. Mr. Kinder says opposition to the TransMountain expansion is concentrated in the last 30 miles of the right of way. Meanwhile, communities along the remaining 87 per cent have signed community support agreements.
