The Globe and Mail reports in its Wednesday, March 4, edition that Canada's aboriginal people need
to share fully in resource development
revenues in order to lift
their communities out of poverty
and generate their support for
projects, says a report released Tuesday from the Working Group on Natural
Resource Development (WGNRD). The Globe's Shawn McCarthy writes that the WGNRD was established
after a meeting between
Prime Minister Stephen Harper
and former AFN national chief
Shawn Atleo, and charged with
charting a course that allows first
nations to benefit more from
resource development.
Federal courts have provided
new leverage for aboriginal communities
to delay and even block
projects, ranging from mines and
logging operations to interprovincial
pipelines such as Enbridge's Northern Gateway or TransCanada's Energy East.
The report echoed the demands
for resource revenue sharing that
have been issued by new AFN
national chief Perry Bellegarde.
Some provincial leaders, including
Saskatchewan Premier Brad
Wall, reject that approach.
The report notes that the
resource sector is already the largest
private sector employer of aboriginal
Canadians.
