The Globe and Mail reports in its Monday, Sept. 30, edition that Premier Christy Clark was wrong to say in the last provincial election that British Columbia did not need Ottawa to develop a liquefied natural gas industry. The Globe's Justine Hunter writes that since 2012, B.C. has been touting its plan to export LNG to Asia. B.C. has been slow to cobble together a regulatory and fiscal framework for the industry. The province claims that investment in LNG will provide the federal treasury with a boost in corporate income-tax revenue ranging between $750-million and $2.9-billion annually. Those figures are based on seven LNG plants -- although not one has been secured with a final investment decision. The Globe says B.C. Finance Minister Mike de Jong expects there will be a tax break for LNG manufacturing in the February, 2015, federal budget. The Globe notes that investors will not put money down until the regulatory and tax framework in Canada is clear. Which means, at the very least, Ms. Clark's prediction that the first B.C. LNG plant would be in production by 2015 has evaporated. Ms. Clark, once so confident that B.C. could go it alone, does need Ottawa at the table, soon.
