FP says Big Six banks see BOC mull getting into e-money

The Financial Post reports in its Friday edition that the Bank of Canada (BOC) is raising concerns over the risks of electronic money, which is growing in popularity but not yet regulated and provides "no user protection." The Post's Gordon Isfeld writes that the BOC has not ruled out the possibility of getting into the e-money business itself. Senior deputy governor Carolyn Wilkins says: "Money and payments [are] at the core of central banking. ... The BOC is working through the tough issues today so that we can support the benefits of innovation, while safeguarding the integrity of Canada's money and payments system, and ultimately, financial stability." She says, "People who use these technologies need to be aware of the risk of putting their trust in an e-money scheme that is lightly regulated, with limited or no user protection." The BOC, along with the Tory government, has launched a review of payment systems in this country. Last spring, policymakers presented their concerns and research findings to parliamentary committees, and launched a website focusing on the issue. Ms. Wilkins says the BOC aims to have "increased responsibilities to oversee payment systems of economic and systemic importance."
