The TSX Venture Exchange gained 2.45 points to 838.55 Tuesday. Mohammad Fazil's capital pool shell, Harbour Star Capital Inc., has amended the preliminary prospectus for its initial public offering. The shell has reduced its minimum IPO to $250,000 (2.5 million shares at 10 cents) from $400,000 (four million shares at 10 cents). It is selling up to 7.5 million shares through Global Securities Corp.
Mr. Fazil was a vice-president (usually means big producer) at Mackie Research Capital Corp. from 2004 to 2010, before which he was a broker at Global Securities for nine years. Harbour Star is his first capital pool shell. Currently, he is also the president of Scythian BioSciences Inc. and ACL International Ltd. (ACL: $0.09). Scythian BioSciences is an aspiring medical marijuana producer in Calgary. ACL International is a former insurance company that recently remade itself into an Indonesian oil and gas explorer. On March 31, 2016, ACL had working capital of $1.48-million. It expects to begin drilling one of its wells before the end of November.
