The TSX Venture Exchange gained 4.50 points to 638.34 Monday. Norman Tsui has filed a preliminary prospectus to list his first capital pool shell, Westshire Capital II Corp. The shell is selling an initial public offering of three million to eight million shares at 10 cents, through Mackie Research Capital Corp. Westshire Capital II also has two million escrowed shares, which it sold at five cents in June and November, 2015. All of the escrow shareholders are directors of the shell.

Westshire Capital II's founder and promoter, Mr. Tsui, 44, is a chartered accountant in Vancouver. He holds 200,000 escrowed shares. In the 1990s and early 2000s, he held various finance and treasury positions at companies such as Vancouver Coastal Health and SaskTel's Navigata Communications Ltd. He also worked for five years at KPMG. In January, 2006, he became the chief financial officer of Calgary lawyer Don Romaniuk's capital pool shell, Poseidon Capital Corp., which was then working on its qualifying transaction. Later that year, Poseidon launched a software developer, Acceleware Corp., now called Acceleware Ltd. (AXE: $0.035). Mr. Tsui resigned from Acceleware in December, 2008.
