The Globe and Mail reports in its Wednesday, May 1, edition that there is a common refrain among businesses across Canada that Ottawa's move to require foreign workers to be paid market wages will not be a significant hindrance -- but the new rule that firms produce a plan to transition to a fully Canadian work force could be a problem. The Globe's Tavia Grant, Kelly Cryderman and Richard Blackwell write the Tory government reversed course on its expanded temporary worker program on Monday, announcing it will suspend the accelerated labour market program and crack down on abuses. The program had been expanded, with nearly half a million foreign workers coming to Canada in 2011, more than double the levels of a decade earlier. Bombardier's aerospace division hires foreign workers when it cannot find a qualified Canadian, generally in engineering. Bombardier says changes to the rules governing foreign workers will have limited effect on the company. Currently, Bombardier has about 400 foreign temporary employees out of its total Canadian labour force of 20,800.
