United Arab Emirates Ministry of Health Works With Cerner to Achieve First Member Health Portal in The Middle East

2015-01-25 14:14 ET - News Release

DUBAI, United Arab Emirates, Jan. 25, 2015 (GLOBE NEWSWIRE) -- The UAE Ministry of Health (UAE MoH) is the first organization in the Middle East to roll out a member portal. The online portal is a standalone, bilingual (English and Arabic) website that is integrated with the individual's health record to allow residents of Dubai and Northern Emirates to communicate directly with the ministry's health care providers.

The UAE MoH initiated the Wareed Project in 2008 to establish "One Patient, One Record" by deploying Cerner Millennium®, the core application that links clinical, operational and administrative data into a unified system. Each member's clinical information is stored in Millennium and can be securely accessed through the portal via a browser or smartphone.

Commenting on this milestone, His Excellency Dr Mohammed Al Olama, Undersecretary for Health, stated, "The member portal fulfils the vision of His Highness Sheikh Mohammed Bin Rashid Al Maktoum, UAE Vice President & Prime Minister and Ruler of Dubai in line with his initiative to transform to an era of smart government1. The UAE Ministry of Health is pleased to launch this unique project at Arab Health today to inform citizens of Dubai and Northern Emirates that they now have secure access to their own health record. Cerner is on the front lines of population health worldwide, and we are proud to lead in the Middle East."

The UAE MoH plans to showcase the portal's functionality and register members at Arab Health, Jan. 26-29, in addition to the following demonstrations:

  • "Member Portal," showing how people from Dubai and Northern Emirates can engage with the MoH to improve transparency and choice of health provision on a personal basis, becoming more involved with their own health management.
  • "Care at Home," presenting how home "connected self" devices, secure messaging with physicians and video consultation can extend the care from the MoH to the patient at home 24 hours a day.
  • "Population Health," demonstrating how the MoH will manage the health and care of the whole UAE population by exploiting the Unified Health Record initiative to provide necessary information to the administration, physicians and researchers in a variety of formats.

"Cerner is honored to work hand in hand with the UAE Ministry of Health to continue supporting their effort to transform care across the continuum and proactively manage the health of citizens," said Michael Pomerance, vice president and managing director, Cerner Middle East & Africa. "We look forward to collaborating with our clients and other providers in the region to implement population health management with the ultimate goal of bringing proactive care to the individual's doorstep."

The integrated interactive member portal delivers advanced web services and analytics to the clinicians and management of the UAE MoH hospitals and clinics. Cerner provides back-end support, hosting, a bilingual help desk and a managed service that offers the UAE Ministry of Health new, secure channels to interact with their members. It provides transparency to the member with access to appointments, lab tests, and prescription history, in addition to portability of the member's record.
