Earlier in March, Jay Famiglietti, the senior water scientist at the NASA Jet Propulsion Laboratory/Caltech, penned an op-ed for the Los Angeles Times, indicating his belief that California has only one year of water stored in its reservoirs. After outlining several steps required to address this issue, Mr. Famiglietti states, "Our state's water management is complex, but the technology and expertise exist to handle this harrowing future.
