New Surcharge-Free and Cash-Only ATMs increase Bank’s ATM Coverage by
25% in Minnesota

TCF National Bank (TCF Bank), a subsidiary of TCF Financial Corporation
(TCF) (NYSE: TCB), today announced an expansion of its automatic teller
machine (ATM) fleet by 25 percent in Minnesota. This expanded
surcharge-free ATM access for TCF Bank cardholders includes 76 new TCF
Bank-branded cash-only ATMs in Target retail store locations in
Minnesota. With these additional machines, TCF Bank will have more than
300 ATMs located throughout Minnesota, including those in retail
branches and Cub Foods grocery stores.

The 76 TCF Bank-branded ATMs will be operational in select Target stores
by early November. The expansion of surcharge-free ATM access in Target
retail stores in Minnesota is made possible through TCF Bank’s
relationship with Cardtronics, the world’s largest retail ATM
owner/operator and a provider of ATM services to Target.
TCF Bank’s ATM expansion in Minnesota is part of a broader investment to
significantly increase access to cash for its customers. In partnership
with Cardtronics, TCF Bank also announced the addition of surcharge-free
and cash-only ATMs at all 71 Target store locations in the Chicago
region and 56 locations in Michigan. In addition, TCF Bank will install
10 new drive-up ATMs located in the parking lots of selected Jewel-Osco
grocery stores throughout the greater Chicago area. With these new ATM
locations, TCF Bank will have a network of more than 835 machines across
its retail banking footprint in Minnesota, Illinois, Michigan, Colorado,
Wisconsin, South Dakota, Indiana and Arizona.
