Colorado Water & Sanitation Districts Deliver on Need for Citizen-centric Government Services

Putting citizens at the center of government is increasingly impacting all levels of government. A growing number of water and sanitation districts in Colorado are addressing the demand by putting their information online or enhancing the information that is already online.

“Water and sanitation districts perform a service that citizens have concerns about regardless of the day of the week or time of the day,” says Colorado Interactive’s (CI) President and General Manager, Fred Sargeson. “The ability to go online and find out what to do if they experience a sewer backup, have questions about items not to flush down a drain, find an after-hours contact or review Consumer Confidence Reports goes a long way in easing citizens’ concerns.”

CI provides digital government services to state agencies and local governments through a contract with the Statewide Internet Portal Authority (SIPA)—the official internet portal connecting the public with Colorado governments. The partnership’s mission allows government leaders to focus on delivering in-demand, digital government solutions without requests for proposals or the use of tax appropriations. The CI/SIPA partnership has benefitted over 60 water and sanitation districts in Colorado.

Westcliffe, Colorado’s public utility company, Round Mountain Water and Sanitation District, and Alamosa’s privately held East Alamosa Water and Sanitation District are two recent examples. “A lot of our customers work, so it’s difficult for them to come into the office,” says District Administrator, Sally Salazar. “They want to view their bills and pay them online with a credit card. We’re getting with the times. We’re getting modern.” Round Mountain’s District Manager, George Medaris, added “Our Internet image was in desperate need of clean-up and modernization. CI and SIPA proved to be an easy way to handle both.”

Another example is Three Lakes Water and Sanitation District, a Colorado Special District located in northeastern Grand County. (Grand Lake, Shadow Mountain and Lake Granby are the “Three Lakes”.) “We're government,” says District Manager, Sally Blea. “We want to be very upfront with our customers while making our website content presentable and fun.” Special districts in need of free website hosting and development through the Colorado.gov Web portal, should start with SIPA.
